Swan Creek Retirement Community opened in Toledo.

In January 1988, the first of many gatherings about the possibility of opening an OPRS community in Toledo was held in a Holiday Inn. By June, a marketing staff had been hired and a full-scale model of an apartment at Swan Creek was able to be viewed. Prospective residents wanting more information were taken to Willoughby to tour Breckenridge Village’s North apartments. 1992  - SC Opened

Ground was broken in July 1989 for the first phase in a three-phase plan. The first phase, costing about $15 million, included the apartment building offering one-, two-, and three- bedroom suites, a dining room, library, activities space, adjacent enclosed garage, and beauty salon called the Silver Swan. It was dedicated May 21, 1992.
